Approximately 85.8mn/t CO2 equivalent of allowances were issued, but the date of issuance has not yet been confirmed. The Netherlands hopes to issue allowances to its new entrants by the end of March, but the final date has not yet been finalised.

The Netherlands issued their 2008 allowances on 27 November last year and completed the issuance in time to comply with December 2008 deliveries.
